Seventeen people were arrested during demonstrations by the English Defence League (EDL) and Unite Against Fascism (UAF) in Rochdale.
Police estimated that about 400 people joined the EDL side of the protest at the town hall, with up to 100 taking part in the counter-demonstration.
Speaking ahead of the event, Ch Supt John O'Hare said officers would be working hard to maintain public order.
Three of those held were arrested for possession of an offensive weapon.
Four of the arrests were for public order offences and the rest were for various minor offences, including being drunk and disorderly.
Crowds began to disperse at about 1600 GMT and Greater Manchester Police (GMP) said the event had been largely peaceful.
